About Us

Enlaces is a 501(c)3 formed in September 2017 with a mission to empower, educate, and engage Alaska’s Latino community by acting as a catalyst for an equitable presence and voice. By collaboration with communities throughout Alaska, Enlaces works to advance social justice and equity for Latinos and Hispanics in the North.

The Board of Directors

Lina Mariscal

Lina’s family moved to Alaska in 1983 from Mexico. She believes in the importance of giving back and just as there were people that helped her when she came to Alaska, she wants to help others navigate and integrate into the community she lives in.  She focuses her efforts on empowering the Latino community on issues of relevance such as immigration advocacy, education, housing, and health.

She is a small business owner and served as the Honorary Consul for Mexico from 2000 to 2007.  Lina has an associate degree on Small Business Management from UAA, is a co-founder of Sol de Medianoche, Alaska’s bilingual newspaper, and serves as a board member of Enlaces.

Joan Ryan

Joan Ryan originally from Viña Del Mar, Chile, is a community organizer and a fighter for women’s rights, especially reproductive rights. She currently serves on the Anchorage Women’s Commission, the National Organization for Women Anchorage Task Force, and is a board member of Enlaces. She holds a BA in performing arts, a technical degree in health and natural therapy and currently pursuing a MBA in strategic leadership. She loves spending her time hiking and running with her husband and two dogs, Molly and Oshi, she is also a two-time Mt Marathon race participant.


Daniel Darrow

Daniel Darrow is a term instructor of Spanish at the University of Alaska Fairbanks. He has held this position since receiving his master’s degree in Applied Linguistics in 2012. Daniel’s research interests include using comic images and developing/refining online courses to teach Spanish and English as a Second Language (ESL).

Daniel is involved with the local community by volunteering with the Literacy Council of Alaska (teaching/tutoring in ESL), volunteering with the Nordic Ski Club of Fairbanks, the Fairbanks Biathlon Club, and various projects with the Spanish-speaking community of Fairbanks. Daniel loves to travel and finds himself most happy surrounded by family, learning new things and helping others.  He is of Cuban ancestry.

Arthur Sosa

Arthur has been an educator for the past 25 years: 6 years as an elementary, middle, and high school teacher, 11 years as an assistant principal, and 8 years as an elementary principal.  He strongly believes his leadership skills and experience will help advance the mission and vision of Enlaces.

He and his wife Maricela have lived in Alaska for 14 years. They came up with their 3-year daughter, Almarina, who is now a Junior at West High School.  Their youngest daughter, Savina, was born in Alaska and is currently 11 years old.  She attends Paideia Cooperative School.  Arthur is Mexican American.


Phillip Mendoza

Eliminating health disparities brings me a great sense of both personal and professional fulfillment. I am excited to be able to contribute to Enlaces and continue working to deliver high quality, culturally sensitive care for patients of all ages in our community. Growing up the son of Mexican immigrants and learning to understand the various cultural and ethnocentric issues surrounding the Latino community has instilled in me, a virtue of humble curiosity. I feel that this virtue and empathetic listening skills lend to strong, positive relationships that are foundational in the practice of medicine. I strive to be an open minded, collaborative leader that encourages the heart and strives to make data driven decisions. 


Jeran Pelagio

Jeran was born and raised in Anchorage, Alaska, and is a graduate of the Anchorage School District Spanish Immersion Program. He holds a Bachelor of Arts in Political Science from Fort Lewis College and a master degree in Global Affairs form the University of Denver. Prior to moving back to Anchorage in 2020, Jeran worked for Bristol Industries as a Bilingual Community Relations Specialist specializing in environmental remediation and community outreach.  Currently, Jeran works for the Alaska Native Tribal Health Consortium as a Communications Specialist in Marketing and Communications.  His passions include diversity, cultural awareness, education and equitable healthcare for all.
